About This Role

This is a short-term consultancy for a human rights-focused assessment, not a standard employment position. UEWCA is commissioning an independent consultant to evaluate how the right to food is being realized in a specific Amhara woreda, using an established FAO framework. It suits a researcher or evaluator with human rights or food security expertise who can work independently and deliver a rigorous, evidence-based report.

What the Requirements Say About This Role

The mid-level seniority and consultancy framing signal that UEWCA wants someone who has already led at least a few structured assessments or evaluations and can manage the full cycle—design, fieldwork, analysis, and reporting—without hand-holding. The explicit reference to the FAO Right to Food framework implies they expect familiarity with rights-based monitoring methodologies, not just general food security survey experience. The case-study design in a single woreda suggests they value depth and contextual understanding over broad statistical sampling, so qualitative and mixed-methods skills matter here.

How to Approach This Application

Your technical proposal should demonstrate that you understand the distinction between structural, process, and outcome indicators under the FAO framework—this is likely the first thing the selection committee will check. Include a realistic fieldwork plan for Tehuledere Woreda that accounts for access and security considerations in South Wollo, and show prior experience working in Amhara or similar contexts. The financial proposal should be detailed and defensible; vague budget lines are a common reason bids get rejected.

Best Fit

Who This Role Suits

Best suited for independent consultants or small firms with a track record in human rights monitoring, food security, or social accountability assessments in Ethiopia. Competition may be moderate, but the niche methodological requirement narrows the field to those with genuine rights-based evaluation experience.
