Main Purpose:

Under the supervision of Director of Programmes, the Programme Support Officer contributes to programme coordination, quality assurance, and operational effectiveness to support the delivery of high impact activities in line with HFJ standards.

Working collaboratively with Programme Managers, MEAL, Safeguarding, Finance, HR, and operations teams, the PSO ensures efficient workflow, timely execution of programme commitments, and aligned reporting.

Main Duties

1. Programme Coordination & Operational Support

  • Provide structured programme coordination support for Programme and MEAL activities, ensuring alignment with HFJ standards and work plans.

  • Prepare Terms of Reference (TOR)s, coordinate programme events, and ensure accurate and compliant documentation (attendance lists, participant records, etc.).

  • Coordinate programme meetings, ensuring documentation, follow‑up, and alignment with project timelines.

  • Work collaboratively with the Programme Manager to co-deliver implementation of Addis Ababa–based activities.

  • Maintain and routinely update programme trackers and documentation systems to support decision-making and timely follow-up.

  • Track programme deadlines, deliverables, and reporting requirements, flagging delays to relevant leads for action.

  • Liaise effectively with Safeguarding, MEAL, HR, Finance, and Operations to ensure programme activities are implemented in compliance with HFJ procedures and policies.

  • Coordinate logistics for workshops, trainings, community sessions, and field missions (venue, materials, supplies).

  • Support assigned leads in smooth execution of global team visit and high-level donor visits.

2. Reporting, Learning & Documentation

  • Collaborate with the MEAL team to compile, verify, and synthesize lessons learned, success stories, and key findings for internal and external use.

  • Support in ensuring coherence between narrative and financial reporting by cross-checking data with Finance when required (e.g. government reporting).

  • Coordinate with MEAL and Programme teams to maintain accurate and aligned output/activity data.

  • Provide proactive feedback to Programme teams and others to support improved efficiency, timeliness, and programme quality.

3. Financial & Procurement Coordination

  • Coordinate with Finance and Programme teams to ensure timely initiation of activity-related financial requests and forecasts.

  • Monitor the status of programme-related payments with Finance and escalate delays to supervisor before it impacts programme timelines. 

  • Support procurement planning through timely initiation of programme requests and coordination of information from programme team to transfer to Procurement staff

  • Provide updates on procurement request status to relevant teams and escalate delays as required.

  • Proactively engage in a discussion between programme/finance when there is a space for better efficiency and simplicity.

4. Compliance & Risk Management

  • Support programme teams to adhere to HFJ safeguarding standards, donor requirements, data protection policies, and anti‑fraud procedures and others.

  • Assist in preparation of programme documentation required for donor, partner, or government reviews.

  • Flag any organizational risk identified during work to supervisor for better team collaboration and risk management.

    5. General Responsibilities

  • Perform other programme-related duties consistent with the role and organizational policies, as assigned by the immediate supervisor.

  • Travel to project areas where needed accompanying programme teams or independently to achieve tasks indicated above.

Experience & Education

Education

  • BA degree in Development Studies, Social Sciences, Project Management, or a related field 
  • Fluency in English required.

Experience

  • Minimum 3 years of experience in programme coordination, programme operations, or MEAL support in an NGO/INGO
  • Experience working with government stakeholders, communities, and multidisciplinary teams 
  • Experience in child protection, vulnerable communities, or social development programmes is an asset
  • Evidence that shows proactive engagement to learn and grow (e.g. taking initiatives of learning opportunities, volunteering, etc) will be a plus.
