Project Manager
Partnership For Pastoralists Development Association (PAPDAAbout This Role
This is not a desk-bound coordination post. As Project Manager for the IMPAACT Project, you will be the operational backbone connecting PAPDA’s Addis Ababa headquarters with field teams in target woredas — translating donor expectations into on-the-ground results. The role suits a development professional who thrives in multi-stakeholder environments, where pastoralist community dynamics, government protocols, and donor compliance demands must be balanced daily. Given the 24-month contract tied to funding availability, this is a delivery-focused position for someone comfortable with performance-based continuity and frequent travel.
What the Requirements Say About This Role
The 5-8 years seniority level signals that PAPDA is seeking someone who has moved beyond basic project coordination — they want a manager who has already navigated the complexities of donor-funded interventions in Ethiopia’s pastoralist regions. The emphasis on strategic, technical, and operational leadership implies you are expected to not only execute but also shape project direction, troubleshoot implementation bottlenecks, and mentor mid-level staff. The frequent travel requirement suggests resilience and adaptability are non-negotiable, as is experience working with government line ministries and consortium partners in decentralized settings.
How to Approach This Application
Your CV and cover letter should lead with concrete examples of managing multi-site projects under donor compliance frameworks — quantify budgets managed, teams supervised, and reporting deadlines met. Highlight any experience with consortium-led initiatives or projects involving pastoralist communities, as this demonstrates cultural and logistical fluency. Since the role reports to a Program Manager, emphasize your ability to align with higher-level strategy while independently driving operational results. Avoid generic development language; instead, show measurable outcomes from past projects, such as improved delivery timelines or successful audits.
Who This Role Suits
This role is ideal for an experienced project manager with a track record in community-focused development, particularly in Ethiopia’s lowland regions — and given the niche focus, competition will likely be moderate but selective. Expect scrutiny on your ability to manage donor relationships and field logistics simultaneously, so be prepared to discuss specific challenges you’ve overcome in similar contexts.
