About This Role

This is a senior project leadership post with a major international NGO, running a multi-million-dollar integrated water and agriculture programme in one of Ethiopia's most operationally challenging regions. The job sits at the intersection of three technical fields — WASH, water resource management, and climate-smart agriculture — and carries full accountability for delivery to an African Development Bank-funded initiative. It suits an engineer-manager who is comfortable with both field-level implementation realities and high-level donor and consortium engagement.

What the Requirements Say About This Role

The seniority band and the scale of the budget point to someone who has already carried financial and contractual responsibility for large donor-funded projects, not just technical delivery. The blend of "climate-resilient" and "gender-transformative" language signals that the employer wants a manager who can translate cross-cutting themes into real programme design rather than treating them as box-ticking. Because the project runs through a consortium, the profile being sought is someone who can manage upward to the donor, sideways to partners, and downward to field teams simultaneously — diplomatic but firm.

How to Approach This Application

Emphasize any prior experience managing AfDB, World Bank, or other large multilateral donor compliance requirements, since that will be a key differentiator. Concrete evidence of budget size managed, consortium coordination, and results delivered in lowland or hard-to-reach contexts will carry more weight than general statements about commitment to development. Given the Gambella posting, showing that you understand the operational and security realities of working in Ethiopia's peripheral regions — and that you are genuinely prepared for them — will strengthen your case.

Best Fit

Who This Role Suits

Best suited to an experienced WASH or water engineer with prior project management responsibility in donor-funded NGO programmes who is ready for a demanding, high-visibility field leadership role. Competition is likely to be strong, but the combination of technical, regional, and donor-specific requirements narrows the pool considerably.

The Opportunity

The Project Manager is responsible for the overall leadership, coordination, and successful delivery of the Climate Proof Water 4 Food Project, ensuring achievement of results in line with AfDB CAW requirements, Plan International quality standards, national policies, and consortium commitments. The role provides strategic, technical, financial, and partnership oversight across climate-resilient WASH, climate-smart agriculture, and gender-transformative programming and will lead the implementation of a USD 4.7 million integrated WASH, water resource management, and climate-smart agriculture project. The role is responsible for overall project planning, implementation, budget management, monitoring and evaluation, donor compliance, and reporting. The post holder will coordinate consortium partners, government stakeholders, and technical teams to ensure high-quality project delivery and achievement of project objectives.
