The Intelligence, Resilience, Innovative Farming (IRIF) Project is an 18-month initiative implemented by Farm Africa with support from WRI/P4G across four woredas in Oromia Regional State, Ethiopia. The project deploys an AI-powered precision agriculture platform to deliver hyper-local crop management advisories to 1,500 smallholder farmers in East Shoa, Arsi, and West Arsi Zones.
Satellite-based remote sensing is a core input layer to the IRIF AI engine, enabling field-level analysis of crop health, water status, and soil condition across geographically dispersed farm plots without requiring ground visits to every field. The IRIF project seeks a qualified service provider to deliver a comprehensive, AI-ready satellite monitoring and analytics service for the project's operational area.
Objective of this Procurement
IRIF invites qualified companies to provide a cloud-based satellite remote sensing and crop monitoring service covering the full range of NDVI, EVI, Water Level and Water Index, and Soil Status monitoring over 1,500 georeferenced smallholder farm plots in Oromia. The service must deliver analysis-ready data, derived indices, AI-assisted recommendations, and API integration capability compatible with the IRIF platform, for an 12-month contract period.
Summary of Required Services
- Normalized Difference Vegetation Index (NDVI), continuous field-level crop health and biomass monitoring
- Enhanced Vegetation Index (EVI), dense canopy and high-biomass area monitoring with atmospheric correction
- Water Level and Water Stress Indices (NDWI / NDMI / equivalent), irrigation monitoring, flood/drought detection, and water stress early warning
- Soil Status Monitoring, satellite-derived soil moisture, soil organic matter indicators, and bare soil identification
- Early Pest and Crop Disease Detection
- AI-driven field-specific agronomic recommendations and alerts based on derived indices
- RESTful API and data export integration with the IRIF platform
- Web dashboard and mobile application for field monitoring and data visualization
Eligibility
This procurement is open to Ethiopian-registered companies and international companies with demonstrated experience in satellite remote sensing, Earth observation data products, and precision agriculture analytics platforms. Joint ventures between Ethiopian and international firms are also encouraged.

Evaluation Overview
Proposals will be evaluated on a combined technical and financial basis. Technical proposals will be assessed for service specification compliance, imagery resolution and revisit frequency, platform capabilities, and API integration readiness. Financial proposals will be evaluated for competitiveness and clarity. Full evaluation criteria are provided in the TOR.
