About This Role

This is a mid-to-senior technical role within an HIV-focused community project, not a generic quality assurance desk job. The specialist will be the person who turns field-level experience across multiple Oromia sites into documented lessons, harmonized tools, and measurable improvements in how case management reaches families living with HIV. It suits someone comfortable moving between data, field teams, and program leadership, and who understands that "knowledge management" in an NGO context means capturing what works before it disappears with staff turnover.

What the Requirements Say About This Role

The profile being sought is someone who blends monitoring and evaluation instincts with facilitation skills — the kind of person who can sit with site teams in Lagatafo or Sululta, diagnose why a client defaulted, and convert that into a practical fix rather than a report that gathers dust. The seniority tag suggests ODA expects this person to influence how the project is run, not just document it, so evidence of having shaped program decisions will matter more than years served. Prior exposure to HIV or community health programming is likely close to essential, because the learning curve on viral suppression and case management terminology is steep for an outsider.

How to Approach This Application

Lead with concrete examples of quality improvement cycles you have run — what problem you identified, what change you introduced, and what improved as a result. ODA will likely prioritize familiarity with Ethiopian community health structures, donor reporting rhythms, and multi-site coordination, so name specific donors or projects you have supported. If you have worked in Oromia or with HIV-affected communities, make that visible early; language ability in Afaan Oromo or Amharic is worth stating plainly.

Best Fit

Who This Role Suits

Best suited to a seasoned M&E or quality improvement professional with NGO health project experience who wants a coordinating, cross-site role rather than a purely office-based one. Expect meaningful competition from candidates already inside the HIV programing space, so differentiated field experience will be the deciding factor.
