Request for Proposal for Supply and Delivery of Precision Agriculture Sensor Capsules

Background

The Intelligence, Resilience, Innovative Farming (IRIF) Project is an 18-month agricultural transformation initiative implemented by Birrama Digital Commerce PLC and Farm Africa with support from the World Resources Institute (WRI/P4G) in Oromia Regional State, Ethiopia. The project targets 1,500 smallholder farmers across four woredas in East Shoa, Arsi, and West Arsi Zones, empowering them with AI-driven agronomic advisory services, financial inclusion tools, and digital market linkages.

A central component of the IRIF platform is the deployment of precision agriculture sensor capsules, smart IoT field devices that collect real-time soil and microclimate data. This data feeds into the IRIF AI engine to generate hyper-local, actionable advisories delivered to farmers via SMS, USSD, and Telegram.

Objective of this Procurement

IRIF invites qualified companies to supply and deliver One Hundred (100) precision agriculture sensor capsules meeting the technical specifications detailed in the full Terms of Reference (TOR). Capsules must be suitable for deployment in rain-fed, open-field smallholder farming conditions in semi-arid Oromia.

Scope of Supply

• 100 precision agriculture IoT sensor capsules, fully assembled and field-ready
• Accessories, mounting hardware, and installation guides included
• Platform access: cloud dashboard, mobile app (iOS & Android), and API credentials
• CIF delivery to IRIF Project Office, Addis Ababa, all shipping, customs, taxes, and duties included in quoted price
• Warranty and after-sales technical support

Eligibility

This procurement is open to:

• Ethiopian-registered companies with demonstrated capacity to supply precision agriculture technology and renewed license, tax clearance and VAT Registered
• International companies with proven experience in IoT agricultural solutions and the ability to deliver CIF to Addis Ababa, Ethiopia
• Joint ventures or consortium arrangements between Ethiopian and international firms are welcome

Interested bidders are required to submit separate Technical and Financial Proposals in accordance with the full TOR. Key submission requirements include:

• Technical Proposal: Company profile, product specifications, compliance matrix, references, and proposed delivery timeline
• Financial Proposal: Itemized unit and total pricing, inclusive of all costs to deliver CIF Addis Ababa (shipping, insurance, customs, applicable taxes)
• All proposals must be submitted to bids@irif.world before the deadline

Evaluation Criteria

Bids will be evaluated on a combined technical and financial basis. Technical proposals will be assessed for product specification compliance, company experience, delivery timeline, and after-sales support. Financial proposals will be evaluated for competitiveness and completeness of cost coverage. Full evaluation criteria are provided in the TOR.
