1. ABOUT THE ROLE

TACON PLC SARL, a subsidiary of TAF Group, is recruiting a Senior Corporate Planning & Monitoring Officer, which is a permanent, senior corporate function responsible for consolidating strategic information from all TAF Group subsidiaries into a unified development plan, monitoring performance against that plan, and ensuring the Group CEO and Board have timely, accurate visibility of progress across the entire portfolio.

The role holder will design and operate the Group’s planning architecture, development pipeline tracker, KPI dashboards, and Board-level reporting cycle. This is the institutional memory and forward-planning nerve centre of TAF Group.

2. KEY RESPONSIBILITIES

  • Develop and maintain the consolidated TAF Group Annual Development Plan integrating inputs from all subsidiaries, corporate departments, and the new entity pipeline.
  • Design, deploy, and maintain the Group Development Pipeline Tracker — a living document recording every new entity’s status, milestones, owners, risks, and projected timelines. Update and distribute monthly to the DGroup CEO.
  • Define strategic KPIs for each subsidiary and new entity; design and operate a consolidated Group KPI Dashboard for the Group DCEO.
  • Lead the Group Performance Monitoring Cycle: collect quarterly performance data, validate quality, and produce consolidated progress reports highlighting deviations, risks, and corrective actions.
  • Prepare Board-level Strategic Review Documents and Group DCEO briefing packs for quarterly and annual reviews.
  • Coordinate planning inputs across all corporate departments — CFO, Legal, Audit, Engineering, Procurement — to ensure alignment and eliminate duplication.
  • Maintain a Decision Log recording all major Group DCEO and Board decisions with implementation status and follow-up accountability.
  • Support the Corporate CFO on investment planning, capital allocation cycles, and consolidated Group budgets.

3. PERSON SPECIFICATION

Qualifications

  • Master’s Degree in Business Administration, Strategic Management, Economics, Finance, Development Studies, or a closely related field. A Bachelor’s Degree with exceptional experience may be considered.
  • Professional certifications in strategic planning, monitoring & evaluation (M&E), or programme management are a strong advantage.

Experience

  • Minimum 7 years of progressive experience in corporate planning, strategy, performance monitoring, or programme management — with at least 3 years in a senior or managerial capacity.
  • Proven experience producing Board-level strategic reports, KPI dashboards, and consolidated development plans for multi-entity or group-level organisations.
  • Experience coordinating cross-functional teams and aligning diverse departmental plans into a unified strategic framework.
  • Experience in a construction, energy, mining, infrastructure, or engineering firm is a significant added value.

Skills & Competencies

  • Exceptional organisational and analytical skills; ability to manage complex data sets, timelines, and multi-stakeholder reporting cycles with precision.
  • Excellent written and spoken English; ability to produce clear, concise, and compelling strategic documents for executive and Board audiences.
  • French language proficiency is a significant added value given the Guinea operating environment.
  • Advanced proficiency in Microsoft Office (Excel, PowerPoint, Word), data visualisation tools, and ERP/planning systems.
  • Strong coordination and interpersonal skills; able to work effectively across departments and with senior leadership.
