Capacity Building Specialist /CBS/
Oromia Development Association (ODA)About This Role
This is a field-based training and mentoring role within ODA's HIV response project, where you would be responsible for strengthening the skills of health workers and community structures across multiple sites in Oromia. The position sits at the intersection of health programming and organizational development — you are not delivering HIV services directly, but making sure the people who do have the capacity to do it well. ODA is a longstanding local NGO with deep community ties, so expect a working culture that values practical field experience over theoretical frameworks.
What the Requirements Say About This Role
The senior-level experience expectation signals that ODA wants someone who has already navigated the gap between training design and real-world implementation — likely someone who has watched well-intentioned capacity building fail and learned from it. The profile suggests they need a self-directed professional comfortable moving between health facilities, community groups, and project offices without constant supervision, since the role spans seven sites. Experience in HIV or public health programming is probably weighted heavily because understanding the clinical and social dimensions of the project's target population is essential to designing relevant training content.
How to Approach This Application
Emphasize concrete examples of training programs you have designed and delivered — especially any that involved health workers, community health agents, or vulnerable populations. ODA will likely prioritize candidates who can show measurable improvements in trainee performance or service delivery outcomes, not just lists of workshops attended. Given the multi-site nature of the role, demonstrate that you can manage logistics, travel, and coordination across dispersed teams. If you have prior experience with HIV programs or have worked in Oromia, make that visible early in your application.
Who This Role Suits
This role suits a mid-to-senior public health or social development professional who has spent years in capacity building and is comfortable with frequent travel across Oromia's towns and rural woredas. Competition is likely moderate — the seniority bar narrows the pool, but the location and fixed-term project nature may deter some qualified candidates.
