About This Role

This is a field-based public health role with Mekdim Ethiopia National Association (MENA), a local NGO running a community-led HIV response program in Oromia. The CEF is essentially the face of the SICHRO project at community level — mobilizing people, delivering HIV testing services where they live, and linking those who test positive to care. It suits someone who is comfortable working on their feet in rural and semi-urban settings and who understands that HIV programming in Ethiopia depends on trust and discretion as much as clinical knowledge.

What the Requirements Say About This Role

The senior-level designation paired with a 12-month renewable contract signals that MENA wants someone who can operate with minimal hand-holding from day one — likely a candidate who has already navigated community health work in Oromia and knows the referral pathways, local authorities, and sensitive nature of HIV disclosure. Expect the selection panel to weigh prior experience with donor-funded projects (PEPFAR, Global Fund, or similar) and familiarity with Oromia's woreda structures heavily, since the role involves frequent travel across supported sites. The emphasis on case management implies they need someone who can track individuals through the care continuum, not just conduct testing events.

How to Approach This Application

Your application should demonstrate concrete experience with community-based testing or outreach — not just general health sector work. Highlight any past work with key populations or in Oromia specifically, and be prepared to discuss how you handle confidentiality and stigma in community settings. Since the contract is funding-dependent, showing that you understand donor reporting rhythms and can work independently across multiple woredas will strengthen your candidacy.

Best Fit

Who This Role Suits

Best suited for an experienced community health or HIV program officer already based in or deeply familiar with Oromia, likely with NGO field experience. Competition will be moderate but localized — candidates with direct HIV testing and referral experience in the region will have a clear edge.
