About This Role

This is a field-based public health engineering role embedded in one of the world's largest humanitarian responders, operating in a post-conflict setting where environmental health interventions are literally life-saving. The position sits at the intersection of water, sanitation, and disease prevention — meaning the officer designs and oversees practical infrastructure and hygiene programs rather than sitting behind a desk. Shire's context as a conflict-affected zone in Tigray shapes everything about this job: infrastructure damage, displaced populations, and coordination with multiple actors will define the daily reality.

What the Requirements Say About This Role

The three-to-five year experience window signals IRC wants someone who has already managed field operations independently — not a trainee, but also not someone too senior to handle hands-on site work. The environmental health framing (rather than pure WASH engineering) suggests they need someone comfortable with community-level behavior change and hygiene promotion, not just technical construction. Given the Tigray location, the ideal candidate likely has prior exposure to emergency or post-crisis programming, and can demonstrate they understand how to operate under pressure with limited resources.

How to Approach This Application

IRC's humanitarian mandate means they will scrutinize your motivation for working in a conflict-affected area — address your willingness and readiness for Shire directly rather than leaving it implicit. Emphasize concrete field achievements: number of water points rehabilitated, latrines constructed, or communities reached with hygiene campaigns, with figures wherever possible. Familiarity with humanitarian coordination structures (clusters, NGO consortia) and donor-funded project cycles is a strong differentiator, so surface it early.

Best Fit

Who This Role Suits

Best suited to a WASH or environmental health practitioner with humanitarian field experience who thrives in austere, fast-moving environments and is genuinely committed to displacement-affected communities. Competition will be moderate but the pool of candidates willing to relocate to Shire narrows it considerably for those who can demonstrate real field readiness.

Background of IRC:

The International Rescue Committee (IRC) helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. Founded in 1933 at the request of Albert Einstein, the IRC works with people forced to flee from war, conflict and disaster and the host communities that support them, as well as with those who remain within their homes and communities. At-work today in over 40 countries and 22 U.S. cities, we restore safety, dignity and hope to millions who are uprooted and struggling to endure. IRC leads the way from harm to home. Began work in Ethiopia, 1999 in response to severe drought that happened in Ethiopia’s Somali region. Currently, providing assistance in ten different regions implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

The IRC has a focus on narrowing the gender gap in humanitarian aid and ensuring that we contribute to gender equality, diversity, and inclusion in both our programs and operations by working to establish a context where our clients (including those from minority groups) enjoy the same rights and opportunities as well as an equal access to services. The IRC also has a strong commitment to creating an equitable and inclusive culture, where safeguarding is upheld in our workplace and programs. We are determined to protect our clients and staff from safeguarding violations through prevention and, where misconduct is alleged, to address it without fear or favor.
